If you are using the Single User Edition, you can access the System Settings as they are described here without any restrictions.
If you are using the Enterprise Server Edition, you are required to be a System Administrator.
As the System Settings for the Enterprise Server Edition are much more extensive compared to the Single User Edition's System Settings, this page will only focus on the basic System Settings, as they are implemented in the Single User Edition.
